BELAGAVI: The fraudulent liquor shop REFINED LIQUIDS at Marna–Salim, Bardez, is a textbook case of how Goa is being surrendered to mafias and criminals, while authorities remain mute spectators.
A Mumbai-based builder of Gujarat origin, with a tainted history as a habitual offender, has fraudulently obtained a liquor licence by falsely declaring domicile status in Goa – a criminal act that amounts to cheating under Section 420 IPC and forgery under Sections 465/468/471 IPC. Despite this blatant fraud, the Excise Department, the Police, and local bodies have allowed this liquor shop to function illegally. Excise Violations
- As per the Goa Excise Duty Act, 1964 and relevant Rules, liquor cannot be sold in “loose” or outside sealed bottles. At Refined Liquid, alcohol is openly sold in loose to habitual drinkers – a direct violation inviting cancellation of licence under Rule 90 of the Goa Excise Rules.
- The shop licence itself is illegal, as it was obtained through fraudulent domicile documents – which should have led to immediate suspension and criminal prosecution under Section 34 of the Act. Public Nuisance & Police Act Violations
Drunkards openly consuming liquor on the roadside outside this shop have turned the Mapusa–Marna MDR stretch into a nuisance zone. This is a clear violation of:
Section 34 of the Indian Police Act, 1861 (penalises causing nuisance in public places).
Section 290 IPC (punishable offence of public nuisance).
Goa Children’s Act, 2003, which prohibits sale and public consumption of alcohol near residential and child-inhabited zones.
The residents of Paramount Homes, including women, children, and senior citizens, are being denied their Fundamental Right to Life and Peaceful Living under Article 21 of the Constitution of India. Questions Authorities Must Answer
How did the Excise Department issue a licence based on fraudulent domicile documents?
Why is the licence not immediately cancelled when violations are happening daily in broad daylight?

Every complaint made by residents has fallen on deaf ears. This selective blindness of authorities raises a dangerous question: Are the law enforcement agencies in Goa protecting criminals instead of protecting citizens?
If immediate action is not taken to shut down REFINED LIQUIDS, cancel the fraudulent licence, and prosecute the habitual criminal behind it, then the people of Goa will be forced to conclude that Goa is indeed descending into a lawless state where fraud, mafia, and corruption reign supreme.
